DEPARTMENT OF IMMIGRATION, REFUGEES, CITIZENSHIP AND AFGHANS DIASPORA

Citizenship
The legal status and relationship of a person with their country of origin are established by his/her citizenship. In Afghanistan, the Department of Immigration, Refugees, Citizenship and Verification of Identity of the Directorate General of Consular Affairs at MoFA provides the following services to the renunciation, acquirement and restoration of citizenship based on articles (33) and (36) of Afghanistan Constitution and Article One (1) of the Citizenship Law of the Islamic Republic of Afghanistan:

RENUNCIATION PROCESS OF AFGHAN CITIZENSHIP 

  • To obtain the guidance of an authorized person (Ambassador or Consul at Afghanistan Mission abroad) in order to submit their request for the renunciation of their Afghan Citizenship, 
  • To fill out a three (3) page required forms for renouncing their Afghan Citizenship to be accompanied by the verification and seal of the Afghanistan Mission abroad; 
  • To submit fingerprint of all fingers of both hands (in two (2) specific forms designated for fingerprints) with the verification and seal of the Afghanistan Mission abroad;
  • To copy and submit all pages of their ID card (Tazkera) with the approval of Population Registration Department of Afghanistan
  • To Provide Police Clearance or No Objection Certificate; 
  • The Department of Immigration, Refugees, Citizenship and Verification of Identity will send the aforementioned documents to the Citizenship Commission of MoJ. Thereafter, based on the rights and duties of all citizens and the Citizenship Law, the Commission will send the matter to the relevant authorities to address financial, civil, legal and criminal responsibilities Upon the arrival of the response, it will be sent to the Council of Ministers for the preparation of the President Order; and
  • The President Order with regard to the renunciation of citizenship shall be forwarded to Afghanistan Missions abroad through MoFA for further executions. 

THE PROCESS OF OBTAINING AFGHAN CITIZENSHIP

  • To obtain the guidance of an authorized person (Ambassador or Consul at Afghanistan Mission abroad) or MoFA in order to submit their request for the renunciation of their native citizenship, 
  • To fill out a three (3) page required forms for getting Afghan Citizenship to be accompanied by the verification and seal of the Afghanistan Mission abroad; 
  • To submit fingerprint of all fingers of both hands (in two (2) specific forms designated for fingerprints) with the verification and seal of the Afghanistan Mission abroad;
  • To copy and submit copies of their Marriage Certificate approved by the issuing centers; 
  • To copy and submit copies of their passport and Entry Visa;
  • To copy all pages of the ID Card approved by the Population Registration Department of Afghanistan should be submitted; 
  • The Department of Immigration, Refugees, Citizenship and Verification of Identity will send the aforementioned documents to the Citizenship Commission of MoJ. Thereafter, based on the rights and duties of all citizens and the Citizenship Law, the Commission will send the matter to the relevant authorities to address financial, civil, legal and criminal responsibilities. Upon the arrival of the response, it will be sent to the Council of Ministers for the preparation of the President Order; and
  • The President Order shall be sent to the MoFA and MoI and other relevant authorities by the Citizenship Commission. 

THE PROCESS OF RESTORATION OF THE AFGHAN CITIZENSHIP 

  • To obtain the guidance of an authorized person (Ambassador or Consul at Afghanistan Mission abroad) or MoFA in order to submit their request for restoring citizenship; 
  • To fill out a three (3) page required forms for getting the restoration of Afghan Citizenship to be accompanied by the verification and seal of the Afghanistan Mission abroad; 
  • To submit fingerprint of all fingers of both hands (in two (2) specific forms designated for fingerprints) with the verification and seal of the Afghanistan Mission abroad;
  • To submit fingerprint of all fingers of both hands (in two (2) specific forms designated for fingerprints) with the verification and seal of the Afghanistan Mission abroad;
  • To copy and submit copies of their passport and Entry Visa;
  • To copy and submit their ID card; 
  • To provide Police Clearance or No-Objection Certificate; 
  • The Department of Immigration, Refugees, Citizenship and Verification of Identity will send the aforementioned documents to the Citizenship Commission of MoJ. Thereafter, based on the rights and duties of all citizens and the Citizenship Law, the Commission will send the matter to the relevant authorities to address financial, civil, legal and criminal responsibilities. Upon the arrival of the response, it will be sent to the Council of Ministers for the preparation of the President Order; and
  • The President Order shall be sent to the MoFA and MoI and other relevant authorities by the Citizenship Commission. 

OBTAINING ABSENTEE NATIONAL ID CARD (TAZKERA

  • In order to improve the process of obtaining Absentee National Identity Card (ANIC) through pertinent authorities inside Afghanistan, the applicant must fill out the Identity Form accurately. After being stamped and signed by the respected representation, it will be sent along with a registered letter to Population Registration Department. While filling out the form the following issues shall be taken into consideration: 
  • To fill out the form accurately and take fingerprints from the left hand of the applicant;
  • To inquire reasons for applicant not having the National ID Card;
  • To mark the form whether the applicant received the National ID Card;
  • To inquire how the National ID Card destroyed or lost or the applicant was born in abroad; 
  • To clarify whether the applicants received the National ID Card based on close or paternal relatives (father, grandfather, siblings, uncle, cousins of father’s side):
  • To submit the National ID Card of the applicant in attachment; 
  • To obtain a National ID Card in absentia (absence) for those residing in Afghanistan shall be indicated in the letter of the respected representation; 
  • To stamp on the photo of the applicant and in the lower part of the form above the signature of the consular section by Afghanistan Missions abroad; and
  • To facilitate and speed up the process, the original documents related to obtaining the National ID Card in absentia, they should be submitted to the applicant and its copies must be sent to the MoFA and MoI to the following email addresses
